There are plenty of free offline options available on any platform you may be using: 

  • Those who prefer a desktop might like PDFtk or LibreOffice—both simple and free-to-use pieces of software that work on all platforms. 
  • On mobile, you have plenty of options too—mobile apps that allow you to split and merge PDF files aren’t rare.   • Ideally, you’d want your app to offer cloud sync so that you can access your scanned documents while traveling or if you lose your phone.
